Not entirely sure I agree, but the article makes some good points. -
Bar graph shows it has increased by 100K students in the last four years. This is why I question the cost vs. benefit of going back myself.

The State Department uses several different methods to engage the public, to the improvement of the government's (and the country's) image. One very nice way of using it!
